Le 2 octobre 2012, le gouvernement britannique a donn\u00e9 son feu vert \u00e0 la construction d’une centrale \u00e9lectrique \u00e0 Lostock dans le Cheshire, qui permettra de produire de l’\u00e9nergie \u00e0 partir de d\u00e9chets. Projet soutenu par les compagnies Tata Chemicals et E.ON, cette centrale sera la deuxi\u00e8me dans son genre \u00e0 voir le jour dans la r\u00e9gion, quelques ann\u00e9es seulement apr\u00e8s la construction de la centrale de Runcorn (d\u00e9velopp\u00e9e par Viridor, en partenariat avec INEOS ChlorVinyls et le Greater Manchester Waste Disposal Authority, Autorit\u00e9 de traitement des d\u00e9chets de Manchester), qui devrait entrer en fonctionnement d\u00e9but 2013.<\/p>\n

Cette centrale, dont la construction co\u00fbtera 250 M\u00a3 et d’une capacit\u00e9 de 60 MW, devrait pouvoir fournir de l’\u00e9lectricit\u00e9 \u00e0 80.000 habitations locales. L’accord du gouvernement fait suite \u00e0 une enqu\u00eate publique d’un an effectu\u00e9e par le Department for Energy and Climate Change (DECC,Minist\u00e8re de l’\u00e9nergie et du changement climatique), afin de r\u00e9pondre aux inqui\u00e9tudes reposant sur l’impact potentiel sur la sant\u00e9, le paysage, mais \u00e9galement les implications sur la s\u00fbret\u00e9 du trafic routier dans cette zone ainsi que l’environnement local. Tata Chemicals a annonc\u00e9 que la construction devrait d\u00e9buter en 2013, pour une mise en fonctionnement pr\u00e9vue vers la fin 2016.<\/p>\n

Un repr\u00e9sentant du DECC a \u00e9nonc\u00e9 dans une d\u00e9claration que « cette centrale permet de transformer des d\u00e9chets en quelque chose de pr\u00e9cieux – suffisamment d’\u00e9nergie pour approvisionner 80.000 maisons – tout en cr\u00e9ant des emplois pour la communaut\u00e9 locale ». Il a \u00e9galement soulign\u00e9 l’importance de d\u00e9velopper le mix \u00e9nerg\u00e9tique britannique afin d’atteindre les objectifs europ\u00e9ens de r\u00e9ductions de gaz \u00e0 effet de serre dans les ann\u00e9es \u00e0 venir [1], et de fournir \u00e0 chaque m\u00e9nage et entreprise de l’\u00e9nergie \u00e0 bas co\u00fbt.<\/p>\n

En 2010, un rapport de la Confederation of British Industry (CBI, conf\u00e9d\u00e9ration des industries britanniques) a fortement incit\u00e9 les acteurs britanniques \u00e0 d\u00e9velopper davantage les proc\u00e9d\u00e9s de production d’\u00e9nergie \u00e0 partir de d\u00e9chets. En effet, plus de 300 d\u00e9charges devraient fermer d’ici 2015, et un investissement proche de 10 Md\u00a3 serait n\u00e9cessaire pour construire pr\u00e8s de 200 nouvelles stations de traitement des d\u00e9chets d’ici 2020 afin de respecter les objectifs europ\u00e9ens. Par ailleurs, ce rapport souligne que la production d’\u00e9nergie \u00e0 partir de d\u00e9chets est un proc\u00e9d\u00e9 propre, compatible avec de hauts niveaux de recyclage, et \u00e9conomiquement viable \u00e0 grande \u00e9chelle.<\/p>\n

Le CBI a \u00e9nonc\u00e9 qu’en 2010, la production d’\u00e9nergie \u00e0 partir de d\u00e9chets comptait pour 1,5% de la production globale d’\u00e9lectricit\u00e9 britannique, approximativement autant que l’\u00e9nergie \u00e9olienne. Cependant, en 2005, une \u00e9tude de l’Institution of Civil Engineers (Institution des ing\u00e9nieurs civils), « Quantification of the Potential Energy from Residuals (EfR) » (Quantification de l’\u00e9nergie potentielle des d\u00e9chets) a estim\u00e9 que ce type de proc\u00e9d\u00e9s pourrait repr\u00e9senter jusqu’\u00e0 20% de l’\u00e9lectricit\u00e9 produite au Royaume-Uni, sans pour autant entraver les objectifs de recyclage du pays. D’apr\u00e8s le rapport du CBI, une gouvernance efficace et des investissements appropri\u00e9s pourraient ainsi permettre d’\u00e9conomiser jusqu’\u00e0 36 millions de tonnes de CO2 issues de l’utilisation d’\u00e9nergies fossiles, tout en am\u00e9liorant l’ind\u00e9pendance du Royaume-Uni vis-\u00e0-vis de l’importation de ces carburants.<\/p>\n

Un des arguments souvent \u00e9voqu\u00e9 contre la production d’\u00e9nergie \u00e0 partir de d\u00e9chets est que cette utilisation est moins efficace que le recyclage ou la r\u00e9utilisation. Cependant ces trois proc\u00e9d\u00e9s ne sont pas n\u00e9cessairement exclusifs, comme le montre l’exemple de l’Allemagne, qui exhibe un taux de recyclage avoisinant les 66%, avec un enfouissement des d\u00e9chets d’\u00e0 peine 1% et une production d’\u00e9nergie utilisant 32% des d\u00e9chets. Ainsi, une des principales barri\u00e8res \u00e0 la transformation de d\u00e9chets en \u00e9nergie reste le co\u00fbt du proc\u00e9d\u00e9, qui reste plus \u00e9lev\u00e9 que la mise en d\u00e9charge.<\/p>\n

Cette diff\u00e9rence tend n\u00e9anmoins \u00e0 diminuer avec l’augmentation des prix de la mise en d\u00e9charge, notamment avec un rel\u00e8vement annonc\u00e9 par le gouvernement jusqu’\u00e0 80 \u00a3\/tonne de d\u00e9chets en 2020 (48 \u00a3\/tonne en 2011). Le co\u00fbt de production devrait \u00e9galement \u00eatre absorb\u00e9 par la pr\u00e9sence croissante d’investisseurs priv\u00e9s, comme le montre l’exemple des 250 M\u00a3 investis en commun par Tata Chemicals et E.ON dans le projet de centrale \u00e0 Lostock. Par ailleurs, le financement de projets de ce type peut avoir des avantages non n\u00e9gligeables. Ainsi, pour Tata Chemicals Europe, le directeur g\u00e9n\u00e9ral Martin Ashcroft a \u00e9nonc\u00e9 que cette centrale permettrait \u00e0 sa compagnie d’atteindre un tiers de ses objectifs en termes de r\u00e9ductions d’\u00e9missions, mais aussi d’att\u00e9nuer leur d\u00e9pendance vis-\u00e0-vis des prix fluctuants des \u00e9nergies fossiles.<\/p>\n

Dans un contexte toujours plus exigeant en mati\u00e8re d’\u00e9nergies, et avec la fermeture programm\u00e9e de nombreuses centrales \u00e0 charbon sur le territoire britannique, il devient de plus en plus crucial de d\u00e9velopper de nouvelles sources d’\u00e9nergie propres. L’accord du gouvernement allou\u00e9 \u00e0 cette centrale, la deuxi\u00e8me de ce type financ\u00e9e par E.ON \u00e0 recevoir le feu vert, montre une volont\u00e9 de la part des instances officielles de favoriser ce type d’initiatives. Bien que souvent mise de c\u00f4t\u00e9 au profit de l’\u00e9olien ou d’autres sources d’\u00e9nergies renouvelables plus m\u00e9diatis\u00e9es, la production d’\u00e9nergie \u00e0 partir de d\u00e9chets reste une piste int\u00e9ressante pour aider la transition du pays vers une \u00e9conomie verte. <\/p>\n
